Birmingham Intermediate Netball League - Constitution
- The league shall be called The Birmingham Intermediate Netball league
- The objectives of the league will be:
- To promote and increase participation by juniors in netball
- To promote a sporting behaviour and to encourage a sense of fair play and friendly feeling between clubs
- The fee payable upon entry into the league shall be decided at the Annual General meeting. A holding fee per team, which will be decided at an Annual general meeting, will also be charged. This fee will be returned if 80% or more of their games have been fulfilled
- An annual general meeting shall be held at the beginning of each season at which the committee shall be elected
- The League shall be governed by a committee comprising of an Honorary Chairperson, Honorary Vice, Honorary Secretary, Honorary Treasurer, Honorary Fixtures secretary and up to five co-opted members and a representative of the Birmingham City Council, who shall be a non-voting member. A quorum shall consist of 2/3 of the committee
- Nominations for the committee shall be received by the Secretary 14 days before the Annual General meeting. Each officer will hold his or her position for a maximum of 3 years. One of the three officers shall retire annually, but shall be eligible for re-election. The officer so to retire being the one who has been in the office longer
- Those members unable to attend a meeting should telephone their apologies to the Chairperson. A committee member failing to attend three meetings without apologies shall have membership withdrawn
- The committee shall deal with all matters not covered by the constitution and rules
- The committee shall place teams in divisions appropriate to their standard of play
- The committee reserves the right to replace any team, which withdraws
- The committee shall have the power to refuse admittance, suspend or expel any club whose conduct they consider to be detrimental to the objects of the league as stated in rule 2 above
- The constitution and rules may not be altered unless approved by a General Meeting. Notification of any proposed alterations must be received 14 days prior to a General Meeting
- The league shall not be liable for any injury incurred, or theft or damage to property during events organised by the league
Birmingham Intermediate Netball League - Rules
- All matches shall be governed by the current rules of the All England Netball Association
- Girls shall be in School Year 7, 8, 9 and 10. This is girls aged 11 to 15. Girls who are held back to Year 10 from Year 11 are not eligible.
- Teams may be of fixed ages
- All players must be registered to the team they are representing. Each team must register a minimum of seven players. No player may register for more than one club simultaneously or change clubs within a season unless there has been a change of address, which would warrant a change of club
- League entry fees will cover a squad of 12 players, registration over 12 players will incur an additional fee
- Clubs may add new registrations throughout the season. They should be made by placing the abbreviation of NP (New Player) alongside the name of the player and send the registration fee to the BINL Treasurer. The executive committee should be informed of the name, date of birth and signature of any new player joining after the league season starts. This information should be sent in with the score card or within one week of the new player playing her first match. A team playing a non-registered player will lose points for that game and will also incur a fine
- Clubs with more than one team may play a player from a lower team to a higher team on three occasions only. If a player is played up on more than three occasions then that player must remain in the higher team until the end of the season. An asterisk and ‘PU’ and an indication which division the player has come from should be placed alongside the name on the scorecard of any player who is playing up. A player playing down stays DOWN and the card should be marked *PD and also indicated which division she has come from. On the fourth occasion of playing up, the card should be marked PT (Permanent Transfer)
- The committee has the right to query any registered players
- A player who is registered in a higher team and has played as a higher team member cannot be demoted to a lower team in their club after the first half of the season
- Clubs are to inform the League on their entry from of dates of tournaments they have entered. Up to 2 re-arrangements per team will be allowed for such events. No other re-arrangements will be allowed, though the committee may take action on behalf of clubs under special circumstances
- The game should start at the stated time provided 5 players per team and one umpire is present. Central timing shall operate. The hooter shall sound at the start and finish of each quarter. Play will start and finish on the umpires whistle. Umpires should time injure time according to AENA rules and add this time to relevant quarter (i.e. deduct form interval time)
- A team shall forfeit the points if the team:
- fails to turn up
- concedes
- arrives with less than 7 players and refuses to play
The team forfeiting the points will forfeit with a score of 15 - 0 against.
- Players arriving after the game has started will only be allowed to join the game as covered by the AENA rules
- It is the responsibility of both teams to provide a qualified umpire
- An umpire starting a game should finish the game unless she has to be replaced due to injury or illness
- Teams not providing an umpire for the second time and therefore in that season shall be fined £3.00 per match without an umpire. A fee of £5.00 per match should be paid to the oppositions umpire
- Correctly completed match cards should be handed in to the desk after the match. Umpires scorecards should be taken to the desk after each game. Incorrect or incomplete match cards will result in a £2.00 fine
- Any club with outstanding fines will be refused re-entry to the league
- Points for league games will be awarded as follows:
- 5 points for a win
- 3 points for a draw
- 2 points if up to and including 5 of the opponents score
- 1 point for 50% or more of the oppositions goals
- If in the opinion of the umpire a player uses foul or abusive language, the umpire must first warn the player (and the manager / coach of the team). If the player fails to observe the warning, the umpire should act in accordance with the AENA rules. The umpire should notify the League of any serious incidents
- If the coach of a team is also umpiring, then during play they are not allowed to coach their team or make any comments. The umpire is allowed to make comments at quarter times and half times. They are not allowed to make comments if an injury occurs in the games
- Each team will be expected to provide their own refreshments
